Pretty much only three quantitative indicators are available:
Circulation: Ulrich’s Periodical Directory, which Niagara does not own, often provides this information. So does the periodical itself, sometimes.
Number of libraries that provide access to the periodical: Find this information at worldcat.org. Do an advanced search that lets you limit by journal as a format. Make sure you are counting all the editions. WorldCat usually provides a record that combines all the editions. (Note: Not all Libraries are included in the free version of WorldCat. Is the title indexed? Inclusion in subject specific indexes is a measure of reputation. It can also be useful to indicate if the title is available in full text through aggregators like Lexis-Nexis, ProQuest, Ebscohost, etc.
